The papers that Ray Howard lent us are dated 2011/12 when he made enquiries about the state of the track to the East Haven flood barrier.
The track was needed to be an emergency access route and at that time it was in need of repair. It had only been used by the Environment Agency who were in the process of filling potholes and cutting back vegetation. There was also plans to install 12 additional marker posts and oversleeving all posts with 1m length of fluorescent tubing to provide 24/7 visibility.
They also arranged a site visit for Ray and arrangements were being made to test the improvements in a joint incident response training exercise with Essex Fire and Rescue services later that year.
